Mauritius’ real estate sector is entering a new era of regulation. Established under the Real Estate Agent Authority Act 2020 and operating under the Ministry of Housing and Lands, the Real Estate Agent Authority (REAA) officially launches its mandatory registration process on 1st August 2026.
This important reform aims to professionalise the industry, improve transparency in property transactions, and provide greater protection for both local and international buyers, sellers, and investors.

1. Who is concerned by this first registration phase?
For the official launch on 1 August 2026, the REAA is focusing on the main professionals involved in property transactions:
- Real estate agents involved in the purchase and sale of property.
- Land promoters.
- Property developers.
Please note: Registration requirements for other categories of professionals, including those working exclusively in rentals or related services, will be announced by the REAA at a later stage.
2. Transition period (August – October 2026)
Professionals already operating as individuals, companies, partnerships, or other registered business entities and holding a valid Business Registration Number (BRN) with the CBRD as of 31 July 2026 are granted a three-month transition period.

The REAA has established the following administrative fees:
Non-refundable application fee
Annual registration and renewal fees
- Real Estate Agent: Rs 20,000
- Land Promoter: Rs 100,000
- Property Developer: Rs 100,000
Good to know
Once registered with the REAA, professionals will no longer be required to pay the usual trade fees to the CBRD.
In addition, any Trade Fees already paid for the current financial year will be credited against the first REAA registration fee.
4. Penalties for operating without registration
The REAA introduces strict measures to eliminate unregistered operators and improve consumer protection.
Professionals who operate without a valid registration, falsely present themselves as registered agents, or obtain registration through fraudulent means may face the following:
- Fines of up to Rs 100,000
- Imprisonment for up to 2 years
No legal right to claim commission
Perhaps the most significant consequence is that an unregistered real estate agent will not be legally entitled to claim or recover commission through the courts for property transactions.
